Inyo County begins budget hearings for fiscal year 2024-2025

Budget hearings for the Fiscal Year 2024-2025 CAO Recommended Budget will commence at 9 a.m. on Tuesday, September 10. The public is invited to participate in these discussions. At the end of the hearings, the Board will be asked to approve the budget with any modifications they see fit. They may also direct that a final version be presented for approval on September 24 or schedule a special meeting, depending on when the hearings conclude. The hearings can continue for up to 14 days if needed.

During the sessions, feedback will be solicited on proposed departmental budgets, and directions regarding the use of Fund Balance certified by the Auditor-Controller will be provided. An interactive digital version of the entire Fiscal Year 2024-2025 Inyo County CAO Recommended Budget is now available online, marking a first for Inyo County in making its Budget Book accessible in this format. This aims to enhance transparency and understanding of government budgeting processes.

The budget outlines a $169 million spending plan and offers detailed insights into financial figures, methodologies, and department requests involved in crafting it. It also provides an overview of Inyo County’s workforce and fiscal policies.

The publication of this Budget Book is a result of extensive analysis and planning by department heads and staff countywide. Special acknowledgment goes to the Inyo County Budget Team comprising Auditor-Controller Amy Shepherd, Assistant County Administrator Denelle Carrington, Deputy County Administrator Meaghan McCamman, and County Administrator Nate Greenberg.

The budget reflects efforts toward achieving financial stability amidst fiscal uncertainties and potential recession threats. It is balanced as required by law and relies on an estimated $4.2 million Fund Balance from FY 2023-2024 to close gaps without reducing services. Auditor-Controller Shepherd will confirm the exact Fund Balance at the hearing.

Key focuses include park improvements, upgrades to public safety radio systems, completion of a Small Business Resource Center, salary adjustments through Class & Compensation Study implementation, and other infrastructure investments throughout Inyo County.

County Administrator Nate Greenberg expressed optimism about future opportunities despite challenges: “It is clear that great opportunity abounds for our organization and the Eastern Sierra region as a whole...”

The Budget Book details anticipated revenue and expenditures for each of Inyo County's departments for FY 2024-2025 running from July 1, 2024 through June 30, 2025. The meeting is open to public attendance both in person and via Zoom webinar.
